Our people division is growing, and we are looking for a Senior Project Engineer, Rail Project, to join our Capital Projects team. The successful candidate will lead the project design, permitting, construction, and commissioning as part of the owner’s project team. The project consists of the design and construction of three independent rail segments connected to a national rail network and three accompanying rail loading/unloading facilities at the mine sites.

Responsibilities:
Develop project execution plan and build owner’s team with necessary resources.
Oversee project execution and manage engineers, contractors, construction workers, and project teams.
Supervise, mentor, and train subordinate project engineers; define clear objectives and expectations of direct reports; evaluate performance; provide verbal and written feedback on career growth; and encourage innovative thinking and process improvement.
Develop proposals and cost estimates, including required equipment, materials, personnel, and other peripheral services.
Engage departments who may be impacted by the project to determine and account for their needs and requirements while representing those interests in the field during project execution.
Prepare, schedule, coordinate, and monitor assigned engineering projects. Manage projects within the constraints of time, cost, and scope. Report any significant deviations, including proposed countermeasures.
Confirm engineering specifications and criteria comply with applicable regulatory and corporate codes, practices, policies, standards, and specifications.
Interface with the environmental department to ensure all permitting is in place to prevent delays to the construction, commissioning, and operation of the project
Prepare capital allocation requests, including all required supporting documentation, and champion the project for approval and funding.
Maintain accurate records of committed, expended, and forecast costs associated with the project against the approved budget.
Perform risk and consequences analysis for projects to help understand risks and opportunities that may occur during each phase.
Oversee quality control tasks against budgets, schedules, plans, and how to produce project status reports for distribution.
Develop procurement specifications for equipment and work scopes for engineering, procurement, and construction bid packages.
Effectively communicate with project team members and collaborate with stakeholders to adopt the most cost-effective and efficient practices.
Provide technical review for procurement tender and award activities
Create and/or update standard operating procedures and asset management tactics and how the process is used to provide training to operating personnel during commissioning and start-up
Develop a framework to measure a project's metrics to monitor performance and contribute to daily, weekly, and monthly data reconciliation and analytics reporting
Ensure all project control procedures are implemented and compliant with company policy and standards
Perform other duties as required
Qualifications:
Bachelors of Science Degree in Engineering or a related field is required
Eight or more years of project planning and project management experience with demonstrated competency in project execution, project management, construction, commissioning, and handover preferred
Five or more years of experience in rail engineering, rail construction, or rail operations and maintenance on projects of similar size and complexity preferred
Experience leading teams of Engineers, Field Staff, and Contractors preferred
Knowledge of rail operation & maintenance practices preferred
Knowledge of track design, signal systems, and bridge design preferred
Knowledge of rail right-of-way permitting is preferred
Knowledge of rail loading/unloading facilities, material handling systems, and yard design preferred
Knowledge of contract and contractor management practices is preferred
Knowledge of applicable engineering and peripheral codes, policies, standards, and best practices preferred
Demonstrated computer literacy and practical application of MS Office products, including Word, Excel, Project, and PowerPoint required
Familiarity with design, visualization, and scheduling software preferred
Good written and verbal communication skills and ability to interface with internal and external stakeholders required
