The City of Wilmington, Ohio, is seeking a full-time Superintendent for the City's Sanitation Department and Landfill.
Under general direction, the Superintendent is responsible for the efficient operation of the municipal landfill operations, which includes residential and commercial collection, bulk trash, and recycling.
Supervises the Sanitation Department consistent with City and Department policies, objectives, and priorities; participates in the department's management planning process; coordinates the development and implementation of detailed department objectives and work plans; assists in the preparation of short and long-range capital improvement programs and reviews operational construction plans; directs the development of department operation and maintenance manuals, preventive maintenance programs, loss prevention, and safety programs, energy conservation programs, and quality control programs.
Plan, organize, and manage the activities and staff of the Landfill Department, including residential and commercial collection, recycling, and administration; investigates complaints received from the general public concerning the effectiveness of the system.
Establishes and maintains good working relations with other department divisions, city departments, regulatory agencies, serviced communities, and other appropriate groups and individuals; participates in appropriate professional and technical associations; represents the City as required before regulatory agencies, local industries, and citizen groups; participates in the management of department personnel matters; evaluates employee performance; recommends disciplinary action to the Public Service Director; arranges vacation schedules and authorizes overtime as necessary; coordinates the preparation and submission of the monthly and annual reports for regulatory agencies and city administration; prepares biweekly payroll for department; invoices and submits bills to auditor's office for payment.
Oversees the budget process and makes recommendations to the Public Services Director for the proper funding to maintain, improve, and expand solid waste and landfill systems and for the requisition of additional personnel, material, and equipment to meet operational commitments; recommends to the Mayor, City Council and other city officials the timely collection rate adjustments to allow for necessary future expenditures.
Coordinates solid waste collection and landfill activities and provides guidance to Heavy Equipment Operators, Mechanics, Maintenance Workers, Refuse Collectors, Drivers, and Secretary to ensure necessary resources are available to effectively and efficiently perform assigned job tasks through inspection and evaluation of daily logs and reports and through periodic conferences.
High school diploma or GED; minimum of five (5) years progressive experience in solid waste collection and landfill operations; record of success in supervising the work of others; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.
Must possess a valid State of Ohio driver's license and must remain insurable under the City's vehicle insurance plan.
The pay for this position is consistent with the City's approved pay plan; this position is in grade 20 of the pay plan, which starts at $63,315.20 annually.
