General Description: Performs highly responsible professional engineering work designing, planning and coordinating Local Agency Program (LAP) and county capital improvement projects.

• Supervises and evaluates staff; provides input in hiring, termination and disciplinary action decisions.
• Plans and coordinates activities in connection with investigation, development, design, construction and maintenance of capital improvement projects and projects funded through the Local Agency Program (LAP); ensures projects are accomplished within prescribed time frame and funding parameters.
• Prepares federal and state grant, loan and permit applications pertaining to public works projects.
• Prepares applications, construction estimates, design and CEI/RCS time estimates and schedules for projects funded through LAP.
• Obtains proper documentation for utility, railroad and right of way activities; prepares and coordinates permit applications with various State and federal agencies.
• Coordinates advertising, ranking, contract negotiations, contract administration and closeout for all professional services contracts in accordance with local and/or federal guidelines.
• Coordinates project development including design (if performed in-house), construction contract procurement, pre-bid and pre-construction meetings, contract administration and Local Agency project final closeout.
• Assists in the development of long-range capital improvement program, annual budget and work programs; identifies and develops department projects by evaluating needs, directing appropriate corrective design procedures and providing estimates of costs for improvement; participates in the development and implementation of policies and procedures, rules and regulations in accordance with local, State and Federal requirements.
• Reviews technical documents, plans, specifications prepared by other engineering staff or consultants to ensure quality and performance levels are consistent with requirements of good engineering practices; provides technical direction, guidance and assistance to other engineering staff, engineering inspectors.
• Provides professional engineering services, including signing, sealing and certifying of project.
• Enters all required documentation into FDOT’s LAPIT program for review and approval by the FDOT District LAP Coordinator; maintains the County’s LAP certification.
• Coordinates investigations and studies of special nature where engineering problems exist.
• Serves as a liaison between County departments for project implementation.
• Assists with project audits.
• Participates in public information programs and meetings related to county projects and programs.
• Attends training, meetings, workshops and seminars as directed.
• Interacts with the public in an effective and courteous manner.
• Must demonstrate commitment to our mission, vision, values and goals and represent the County in a professional, dignified manner at all times both in actions and appearance.
• May have a role in the County’s disaster preparation and/or disaster recovery efforts, as designated in the County Comprehensive Emergency Management Plan; may be required to work before, during and/or after an emergency.
• Must be able to meet minimum attendance standards.
• Performs related duties as required.

 
ESSENTIAL PHYSICAL, VISUAL AND COMMUNICATION SKILLS: The physical requirements are that of light work and include exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently and/or a negligible amount of force constantly to move objects. The work requires some physical exertion, such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching stooping, stretching reaching or similar activities. The work may require specific, but common, physical characteristic and abilities, such as above average agility or dexterity. Requires repetitive motion of the wrists, hands and/or fingers. Requires fingering to include picking, pinching, typing or otherwise working primarily with fingers rather than with the whole hand as in handling. Required to operate a motor vehicle to conduct inspections and investigations.
 
Requires close visual acuity to perform an activity such as: preparing and analyzing data and figures. Transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
 
Requires the expression or exchange of ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to others accurately, loudly or quickly. Requires perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication and to make the discriminations in sound.
 
ENVIRONMENTAL CONDITIONS: The work environment involves moderate risks or discomforts that require special safety precautions and/or is exposed to one or more disagreeable conditions such as irate customers, outdoor weather conditions, excessive noise, extreme temperatures, odor, dust, chemicals, etc. at least 25% but less than 50% of the work time.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of engineering principles and practices; modern methods used in the design and construction of a wide variety of public works projects including transportation, drainage, water, wastewater, solid waste, development and environmental permitting; development and management of FDOT funded Local Agency Program (LAP); approved standards of safety as related to designs and specifications; surveying; AutoCAD.
 
Required to operate a personal computer; drafting and related software.
 
Required to read, understand and interpret diagrams, construction plans, specifications, Florida Statutes, codes and related documents; prepare complex and technical written and oral reports; express ideas effectively both orally and in writing; establish and maintain working relationship with employees, contractors, engineers and public.
