SUMMARY:

The Utility Specialist is a stand-alone position. Performs technical work responding to Arizona 811 locate tickets and assisting with the coordination of new construction project support activities.  As a member of the Valley Metro’s utility team, demonstrates the Agency’s Core Values of Whatever It Takes, Team Player and Positive Customer Care/Service in performance of daily duties.

Responsible for ensuring the daily, weekly, and monthly tasks related to Arizona 811 tickets are timely coordinated and completed to meet schedules and deadlines.
 
Maintains up-to-date records of rail facilities; and responds to Arizona 811 tickets related to facilities via field locating and marking.
 
Responds to on-site meetings, phone calls, emails, and after-hours emergency tickets and other utility-related issues. 
 
Works closely with the utility team on new construction projects; assists with the coordination of utility relocations efforts including all third party and privately owned utilities; ensures compliance with standards and specifications.  

Reports problems in the field that need correction and provides recommendations for resolving utility conflicts while ensuring compliance with Federal, State, and local regulations and design criteria.
 
Conducts utility plan reviews for third party utility permits and helps coordinate permitted work with utility owners, construction contractors, utility, and city inspectors.
Attends and participates in field meetings and works in a team environment with utility owners and agencies to resolve construction issues, utility conflicts, and scheduling dilemmas. 
 
Maintains awareness of trends and developments in utility locating, mapping, and tracking.
 
Works in a safe manner and follows required construction site safety procedures.
 
Performs other duties of similar nature and level as assigned. 
 
Knowledge of:
Arizona 811 ticket process and procedures, including locating symbols, color codes, and terminology.
Basic understanding of utility land rights including, prior rights, utility easements, public easements, and private easements.
General knowledge of civil and utility overhead and underground construction methods and procedures.
Construction site safety procedures and hazards.
Computer software used in work.

 
Skill in:
Operating computers, and other office equipment associated with work.
Understanding and following established processes, procedures, and prioritizing assigned work.
Developing, evaluating, recommending, and implementing processes and procedures.
Reading and reviewing utility design plans, understanding technical information with regards to underground and overhead utilities.
Reading and reviewing red-lined permit drawings to produce final as-built drawings.
Operating a computer and related software and demonstrate proficiency to complete work orders, send and receive emails, create spreadsheets, write reports, view project drawings, and upload, and download files using the internet.
Analyzing and solving complex problems.
Construction hazards and job site safety procedures.
Executing multiple tasks.
Communicate effectively both orally and in writing with contractors, the public and other employees.

PHYSICAL DEMANDS / WORK ENVIRONMENT

Position may require; stooping, kneeling, crouching, reaching, standing, sitting, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing and repetitive motion. May be required to perform heavy manual, occasionally lifting and maneuvering materials. Ability to frequently lift 50 pounds and occasionally up to 100 pounds with assistance.
 
Work Environment:
Work is performed both in an office environment and outside in various weather conditions including exposure to extreme heat and cold. Incumbents work is performed around equipment and machinery with moving parts and under wet and slippery conditions. Incumbents are exposed daily to vehicle and train movement hazards and are intermittently exposed to intense noise levels.
