The Ontario Line Group within the Capital Project Group is seeking a Senior Project Manager to provide comprehensive engineering and project management services associated with the delivery of the Subway program. The position will be responsible for contract and schedule management, construction quality, site safety and security, project financial accountability, project deliverables and technical input to program communications and intergovernmental relations during all stages of construction projects.
What will I be doing?
Working with the Technical Advisor, specialist advisors, legal, community relations and property teams and Internal and External stakeholders, manages and coordinates the development of project requirements, efficient delivery of OL elements including concept design, detailed design, preparation of procurement and contract documents, construction, contract management and commissioning activities
Works in conjunction with Metrolinx’s other business units, operational divisions and various internal stakeholders and communicates effectively with agencies, utility companies and other external stakeholders to define requirements, develop project implementation plans and monitor compliance
Manages delivery of feasibility and environmental studies, and the development and assessment of alternative delivery options to meet market and business conditions
Supports the development and evaluation of design proposals and design alternatives and the In-Market activities of the commercial team and addresses delivery activities, including Contractor Requests for Information, and reviews submissions during project design phase
Delivers early and advance works projects from initial conception through completions within scope, on budget and on schedule; oversees project activities to ensure compliance with safe practices, good project management and construction practices as well as corporate design standards and applicable municipal, provincial and federal codes
Monitors objectives related to engineering, design standards/design review, technical specifications, document control, budget and work breakdown structures, project schedules, resource prioritization, and staffing requirements
Manages contractors’ construction plans and schedules for completeness, workability, and alignment with contract documents; oversees contractors’ compliance to all contract provisions, including monitoring the contractor safety, quality, environmental compliance, cost, and schedule performance
Ensures general compliance with AFP contracts and provides oversight of RCD/PSOS requirements
Manages activities within budget allocations and schedules, including timely reporting of financial and performance results and any significant cost, security, safety, human resources or project management issues
Ensures oversight of Contractors and leads staff and consultant project teams in the design and construction of infrastructure related to the subway program
What skills & qualifications do I need?
Completion of a degree in Engineering or a combination of education, training and experience deemed equivalent.
Minimum ten (10) years’ of progressively responsible experience in large capital project management and implementation, including at least five years of experience managing large, complex, multi-year transit projects, preferably for passenger rail transit such as tunneling, underground stations, storage and maintenance facilities, operating system and related works.
Registration as a Professional Engineer in the Province of Ontario is strongly desired. PMP certification is an asset.
Proficiency in the use of MS Office (Outlook, Word, Excel, PowerPoint, Access, Project, etc.), project management software and other computer applications is required
Knowledge of the Project Management Book of Knowledge (PMBOK) is considered an asset
Analytical and problem-solving skills to interpret and apply specifications, contracts, design documents, test plans and co-ordinate contracted technical projects
Advanced knowledge of project management and change management practices; including work planning, monitoring and evaluation expertise, to manage multiple projects with competing priorities and tight deadlines
Excellent interpersonal, negotiation and oral/written/presentation skills
