Seeking a highly motivated and qualified Planner or Engineer with a background in transportation planning, multimodal planning, travel demand forecasting, traffic engineering and/or traffic operations to manage a team and work on a wide range of transportation planning tasks, including long range multimodal plans, sub-area and corridor studies, land use studies and transit analysis. Manages county transportation studies; managing county travel demand forecasting. Manages county participation in corridor and facility-level transportation feasibility and environmental studies. Participates in and conducting public outreach efforts. Gives presentations to, and coordinates with, elected officials, citizen groups and staff from partnering agencies. Provides transportation planning expertise and supervision over the technical work of transportation planners and consultants conducting corridor studies and travel demand forecasting. Supervises team tasked with maintaining, and keeping up-to-date, the county's travel demand forecasting model, as well as providing forecasts to stakeholders and reviewing forecasts. Prepares and reviews corridor studies, level of service determinations, intersection analyses, traffic simulation, and other types of transportation based analyses. Proficiency is required in the use of various types of analysis and simulation software (e.g. SYNCHRO, VISSIM). Attends citizen meetings and hearings to present and discuss findings of work performed. Helps explain results of forecasts and analyses to stakeholders. Represents County at community, regional, state and national events. Mentors, guides and trains staff regarding corridor studies and conducting travel demand forecasting. Ensures that work is done following Virginia Department of Transportation (VDOT) and other industry standards. Assigns projects and tasks to staff and checks work for accuracy and completeness. MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field, plus five years of progressively responsible transportation planning related experience. The years of experience should include at least one year in the specific area of assignment (for e.g., SAS, modeling, facilities maintenance, et al).
CERTIFICATES AND LICENSES REQUIRED: Valid driver's license.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS: Master's degree in transportation planning/engineering or related field. Professional license or certification in engineering or planning (AICP, P.E., PTOE, PTP, etc). Strong background in transportation planning and analysis. Proficiency in travel demand forecasting software and traffic operations analysis software (e.g. CUBE, SYNCHRO). Strong analytical skills, as well as experience collecting, assembling and synthesizing complex data. Ability to work on transportation issues with citizen groups, planning commissioners and elected officials. Excellent oral and written communication, as well as teambuilding skills. Ability to organize and coordinate multiple projects and assignments, as well as establish priorities which not only accurately reflect the importance of the job, but also accomplish departmental goals and objectives. Ability to work independently and follow through on assignments with minimal direction.
