This position supports the design, implementation, testing, maintenance and operation of Positive Train Control (PTC) data radio systems. This includes wayside PTC digital radio systems, onboard digital radio equipment, related centralized control systems as well as existing legacy analog voice radio equipment. It is directly accountable for overseeing the installation, management and maintenance of the wayside field equipment/control points as well as the installation and integration into the train fleet to ensure compliance with all federal, state, company and local rules and regulations.
Maintain the design integrity of PTC Radio systems including participating in design reviews, documentation development, travelling to material suppliers, developing specifications, reviewing reports, etc.
Support the safe testing of Positive Train Control systems including wayside and train
Develop installation plans and procedures
Train Communication department staff to properly maintain the PTC Radio equipment in compliance with all regulatory requirements.
Support lab and qualification/integration testing of communications systems and devices
Collect relevant data to support problem identification and resolution
Provide support for field technicians to help debug and troubleshoot failures
Assist in the development of maintenance, troubleshooting and checklist procedures.
Support field updates and system configuration changes as required
Implement periodic planned system upgrades and revisions, develop lifecycle replacement program for PTC system components. Assist in keeping PTC radio systems in a good state-of-repair.
Coordinate project needs to ensure reliable, on-time implementation that can be maintained with minimal outages
Develop staff and support the workgroup in expanding system knowledge, reducing operational costs and supporting new requirements for communications systems, including PTC and voice radio systems.
Provide a lead in supporting Metro-North Safety Program through the execution of required activities and policies associated with personnel working along or on the railroad right-of-way and other locations.
Strong verbal and written communication skills.
Strong knowledge and experience in the integration of 2-way radio (data and voice) systems and technology.
Strong knowledge of 2-way radio RF propagation, VHF Radio and antenna systems.
Strong knowledge of installation requirements along the railroad right-of-way and onboard the Metro-North rolling stock (or comparable equipment).
Strong knowledge of Ethernet networks and network design principles including TCP/IP, UDP, routing, switching and TCP/IP command line utilities.
Strong working knowledge of Microsoft Office and/or comparable applications.
Strong analytical skills in order to analyze new and existing products, equipment and/or procedures.
Must be able to recommend improvements or replacements to better support the voice and communications systems.
Must be able to work in a high-profile/high-pressure environment.
Must be capable of planning, leading and directing a diverse workforce.
Experience troubleshooting radio system faults/failures.
Strong interpersonal skills with the ability to interact with internal departments and outside agencies.
Must be able to implement and participate in Metro-North Railroad’s Safety Program.
Must be able to work outside of normal working hours as needed to support maintenance and construction projects.
24-hour, 7-day availability required.
Valid driver’s license.
Familiarity with Metro-North Policies and Procedures.
Familiarity working with unionized workforce.
Familiarity with Metro North’s communications infrastructure.
Familiarity with Metro-North collective bargaining agreements.
Master’s Degree in Electrical Engineering and/or PE in communications systems.
Bachelor’s degree in Computer Science, Electrical Engineering, or related field. Demonstrated equivalent experience, education, and/or technical credentials to include four (4) additional years of related experience may be considered in lieu of degree.
Minimum of seven (7) years of experience encompassing all aspects 2-way voice communications.
Minimum of five (5) years of management experience encompassing large scale communications systems, installations and maintenance.
This is a safety sensitive position and subject to toxicology testing.

Effective September 2017, all full-time non-agreement personnel other than those directly involved with the movement of trains or delivery of service, or assigned to other emergency response teams, are required to serve in the Station Terminal Auxiliary Response (STAR) program requiring Terminal coverage for Grand Central Terminal (GCT) from 4:30 PM-7:30 PM one week per year or responding to Station STAR duty during a service disruption, system-wide at various hours including nights and weekends. This program is designed to improve Metro-North’s ability to provide customer service during emergencies that impact service delivery or other service disruptions that require staff to provide directions and information to MNR customers at GCT or outlying stations. Please note, hours worked during your participation week are subject to change.
