The USAID-funded AVANSE program works to catalyze inclusive, sustainable economic growth in a potentially highly productive agricultural area. The program is based in Haiti’s Northern Corridor/ Cap-Haïtien and works to increase agricultural incomes by achieving the following results:
IR 1. Agricultural Productivity Increased;
IR 2. Watershed Stability above Selected Plains Improved; and
IR 3. Agricultural Markets Strengthened.
The AVANSE project is currently recruiting an engineer with significant experience in the design and implementation of irrigation and drainage works.
The Engineer will specifically:
Develop and/or finalize terms of reference for the recruitment of firms or consultants for the preparation and for the implementation of the proposed irrigation systems' technical designs;
Ensure quality assurance and quality control (QA/QC) and field supervision of all the irrigation and drainage activities designed and implemented by contracted firms and/or consultants;
Prepare engineer’s internal quantity estimates and draft budgets for irrigation and drainage activities;
Ensure selected firms/consultants are applying recognized civil engineering standards acceptable to USAID during the design and construction of these irrigation and drainage systems;
Ensure that all contracted firms and consultants understand the requirements of USAID/Haiti Mission Order (MO) 36 and that all designs comply with this MO in terms of details, specifications and format;
Assist the AVANSE team to ensure compliance with USAID environmental standards in the design and execution of works related to the AVANSE infrastructure component, including periodic monitoring of water quantity and quality;
Assist the AVANSE administration in the preparation of the technical portions of tender documents (for both design and construction), and lead the review of any technical studies submitted for payment, the oversight of the design and the execution plans submitted by implementers, and supervise the field monitoring of all activities throughout the design and construction phases;
Attend site progress meetings, conduct routine and spot-check site visits, write field visit reports documenting progress and highlighting any issues;
Participate in the preparation of periodic AVANSE project reports (quarterly, semi-annual and annual) highlighting the progress of the irrigation program activities;
Understand and apply DAI policies, procedures, and forms required for infrastructure contract management;
As directed by the COP or DCOP, review and approve the construction contractors’ deliverables, including health and safety manuals, schedules, resourced workplans, requests for measurement or completion, requests for payment, claims, and routine progress reports.
Perform any other related duties as assigned by the Chief of Party or his designee.
