Announcement: ODOT18-1590oc Access Management Project Delivery Coordinator – Civil Engineering Specialist 3 Highway Division – Region 2 Salem

This position provides access management expertise for project delivery, specifically through developing access management strategies and plans for all Region 2 highway projects.

Limited Duration: This is a limited duration appointment that is scheduled to last until 06/30/2019, though the duration can change at any time due to business needs. Limited duration appointments are benefits eligible with a designated maximum length of service.
Representation: This position is represented by the Association of Engineering Employees of Oregon (AEE).
Duties and Responsibilities:
Provide access management expertise on project teams.
Lead development of access management strategies and plans for all Region 2 projects.
Conduct and coordinate research and data collection for the access management sub-team process.
Coordinate with other agency staff throughout the access management strategy and plan phase of the project delivery process.
Lead development of closure letters and distribute appropriate correspondence.
Lead development of intergovernmental agreements with local jurisdictions or other governmental entities.
Attend public meetings to relay access management decisions.
Share strategy and plan concepts, hear ideas and concerns, and communicate project team decisions to citizens, city councils, politicians, and local government staff.
Assist in preparing for and addressing any appeal processes resulting from project team access management decisions.
Review traffic-impact studies for proposed developments, land use actions and zone-changes and recommend mitigation measures.
Provide technical expertise to Region 2 long-range transportation planning activities.
Assist in developing process and organizational structure and reviewing and developing policy and administrative rules.
Minimum Qualifications: A bachelor's degree in civil engineering, surveying or transportation-related engineering and four (4) years of civil or transportation-related engineering or surveying experience. OR Seven (7) years of civil or transportation-related engineering or surveying experience. Two years of this experience must have been independently planning and completing assignments in drafting, field or laboratory inspection, construction contract administration, surveying, materials testing, or traffic investigations. OR An equivalent combination of education and experience.
Special Qualifications: Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

Significant experience using the following Microsoft Office programs: Word, Excel, PowerPoint, Outlook, and Access.
Knowledge and experience in access management, Oregon land use and transportation planning, traffic engineering, site design and property development, and real estate development.
Experience interpreting and implementing complex policy or administrative rules.
Ability to effectively develop and maintain strong professional relationships with coworkers, managers, and customers
Conflict resolution and collaborative solution building skills.
Work is primarily performed in an office environment.
Frequent regional travel required, including occasional overnight travel.
May be required to work during nights or weekends for site visits and overtime may be required when emergencies arise.
Occasional field work may involve exposure to traffic hazards, construction equipment hazards, inclement weather, and walking on rough terrain or uneven slopes, stooping or bending around structures or equipment or climbing ladders or equipment.
Must represent the department in public forums and must occasionally make presentations to unreceptive audiences, such as explaining and discussing an unpopular department policy or decision to internal and external stakeholders.
